Safeguarding Adults Board Manager

Brief Job Overview

 
We are seeking an experienced and highly organised Safeguarding Adults Board Manager to join the London Borough of Merton on a 3-month locum contract. This key leadership role is responsible for managing and coordinating the activities of the Merton Safeguarding Adults Board (MSAB), ensuring compliance with statutory duties and promoting best practice in adult safeguarding across the borough.  

You will work closely with senior leaders, partners, and agencies to ensure the board delivers effective safeguarding arrangements that protect adults at risk of abuse and neglect, while driving continuous improvement in safeguarding practice and governance.

Key Responsibilities

 

  • Lead and coordinate the work of the Merton Safeguarding Adults Board (MSAB) in accordance with the Care Act 2014 and other relevant legislation.
  • Support the Chair and board members in developing and implementing the MSAB’s strategic plan, priorities, and annual report.
  • Oversee the development and monitoring of safeguarding policies, procedures, and action plans across partner agencies.
  • Coordinate Safeguarding Adults Reviews (SARs) and ensure that learning is identified, disseminated, and embedded across services.
  • Manage relationships with partner organisations including health, police, housing, voluntary, and community sector partners.
  • Ensure that board meetings, subgroups, and working groups are effectively planned, organised, and documented.
  • Prepare, analyse, and present performance and quality assurance data to monitor safeguarding effectiveness across the partnership.
  • Promote best practice and drive improvement in safeguarding culture, systems, and processes across Merton’s adult services network.
  • Provide expert safeguarding advice and support to practitioners and managers, ensuring that statutory duties are fully met.
  • Represent the Safeguarding Adults Board at regional and national forums as required.

About You

 
You are an experienced professional with an in-depth understanding of adult safeguarding policy, law, and governance. You bring strong strategic, organisational, and partnership skills, and are confident in engaging with senior stakeholders across statutory and voluntary sectors. You combine a strong analytical approach with the ability to translate complex safeguarding information into effective action and meaningful outcomes.

Requirements

 

  • Proven experience in adult safeguarding, ideally in a strategic or board management role.
  • Thorough understanding of the Care Act 2014, Safeguarding Adults Reviews (SARs), and multi-agency safeguarding arrangements.
  • Experience of working collaboratively with partner agencies including health, police, housing, and the voluntary sector.
  • Strong organisational and project management skills, with the ability to manage multiple priorities.
  • Excellent written and verbal communication skills, including report writing and presentation experience.
  • Ability to analyse data and evaluate safeguarding performance and outcomes.
  • Experience supporting or managing board or partnership-level governance arrangements.
  • Commitment to promoting equality, inclusion, and empowerment in safeguarding practice.
  • Relevant professional qualification in health, social care, or related field (desirable).
