Senior Assessment Officer (Blue Badge Assessor)

Tripod Partners are recruiting an experienced Occupational Therapist or Physiotherapist for a locum opportunity as a Senior Assessment Officer (Blue Badge Assessor) within the Independent Living Service at Manchester City Council. This role offers the opportunity to support adults with disabilities and long-term health conditions by carrying out specialist functional assessments that promote independence and improve access to essential services.

Working within a collaborative multidisciplinary team, you will assess service users, develop person-centred support plans, and work closely with colleagues and partner organisations to deliver high-quality outcomes. In addition to managing your own caseload, you will contribute to the development of students and colleagues while supporting the continuous improvement of the Independent Living Service.

Key Responsibilities

  • Undertake specialist assessments for Blue Badge applications and other Independent Living Service referrals in accordance with national guidance and local policies.
  • Carry out functional and mobility assessments to determine eligibility and identify individual needs.
  • Develop person-centred support plans that promote independence, wellbeing, and community participation.
  • Provide direct support and professional advice to service users and their families.
  • Assess, manage, and respond appropriately to current and emerging risks affecting service users.
  • Work collaboratively with Manchester City Council colleagues, health professionals, and partner agencies to coordinate effective support.
  • Maintain accurate, timely, and legally compliant case records and assessment documentation.
  • Support positive outcomes by applying evidence-based assessment and clinical reasoning skills.
  • Supervise, mentor, and support students and trainees, contributing to their professional development.
  • Actively contribute to the development of colleagues and continuous service improvement initiatives.

About You

You will be a qualified Occupational Therapist or Physiotherapist with experience undertaking functional assessments within health or social care. You will be confident managing a varied caseload, making evidence-based decisions, and working collaboratively with multidisciplinary teams to support independent living.

You will possess excellent communication, assessment, and problem-solving skills, together with a commitment to delivering strengths-based, person-centred services that achieve positive outcomes for individuals and their families.

Requirements

  • Degree or Diploma in Occupational Therapy or Physiotherapy.
  • Current HCPC registration.
  • Experience carrying out functional or mobility assessments within health or Adult Social Care.
  • Strong understanding of person-centred assessment and support planning.
  • Excellent clinical reasoning and decision-making skills.
  • Experience working collaboratively with multidisciplinary and multi-agency teams.
  • Ability to assess and manage risk effectively.
  • Excellent communication, organisational, and report-writing skills.
  • Experience supervising or supporting students, trainees, or junior colleagues is desirable.
  • Knowledge of Blue Badge assessments or Independent Living Services would be advantageous.
