About the Role
Norfolk County Council is seeking an experienced Complex Review Manager to join the Integrated Continuing Care Team. This specialist role focuses on managing and reviewing a defined caseload of complex Continuing Healthcare (CHC) cases, ensuring robust, defensible decision-making that improves outcomes for adults with significant health and care needs while delivering measurable benefits for the department.
The role requires travel across Norfolk and offers the opportunity to influence practice, contribute to policy development, and shape best practice in integrated health and social care.
Main Responsibilities
- Lead reviews of complex CHC cases, including shared or full CHC eligibility, cases following ICB funding withdrawal, and high-cost packages requiring negotiation.
- Ensure statutory and local processes are followed, with clear, evidence-based and defensible recommendations.
- Track, measure and report on savings and benefits achieved through review activity.
- Develop recommendations to support service improvement and future practice.
- Hold and manage a caseload of the most complex CHC cases across the county.
- Provide expert advice, professional challenge and guidance to practitioners, partners and stakeholders.
- Represent the service at multi-agency meetings, decision-making panels and complex case discussions.
- Analyse complex medical, legal and financial information to support accurate and defensible decision-making.
- Share learning across the service and contribute to practice development, quality assurance and continuous improvement.
Skills & Experience Required
- In-depth knowledge of Continuing Healthcare (CHC) legislation, frameworks, processes and best practice.
- Strong analytical skills with the ability to interpret complex information and make sound professional judgements.
- Experienced negotiator with the ability to influence decision-making at all levels.
- Extensive experience in adult social care and working within CHC pathways.
- Proven experience of effective multi-agency working.
- A relevant professional qualification in Social Work or Occupational Therapy.
- Registration with Social Work England or the HCPC.
- Ability to travel across the county as required.
