Job Overview
We are recruiting a skilled Blue Badge Assessment Officer to join East Sussex County Council, based at St Mary’s House, Eastbourne, within Sussex Social Services. This locum role focuses on carrying out professional mobility assessments—by telephone, in person, and occasionally in applicants’ homes—to determine eligibility for Blue Badges in line with Department for Transport (DfT) local authority guidance. You will use your clinical expertise to review cases where eligibility is unclear and assess the impact of an individual’s health conditions on their ability to walk during a journey.
Key Responsibilities

- Carry out mobility assessments for adults and children applying for a Blue Badge, via desk-based telephone screening, face-to-face clinics, and home visits.
- Evaluate complex applications referred by issuing officers and determine eligibility using your professional judgement and DfT criteria.
- Support issuing officers by helping identify applicants who require formal assessment to determine eligibility.
- Record and communicate assessment outcomes clearly and accurately using established council procedures.
- Assist in the investigation and response to complaints and Blue Badge appeals as directed by the Team Manager.
- Ensure all assessments respect the social, cultural, linguistic, and religious needs of individuals in line with council policies.
- Maintain high standards of professional documentation and decision-making throughout the assessment process.
About You
You are a confident and experienced assessor with strong clinical reasoning skills and an ability to evaluate mobility needs accurately and sensitively. You will bring excellent communication skills, a person-centred approach, and the ability to make fair, evidence-based decisions. Experience in functional or mobility assessment within health or social care settings will support your success in this role.
Requirements

- Relevant professional qualification and experience conducting functional or mobility assessments.
- Strong understanding of mobility limitations and the impact of health conditions on walking ability.
- Ability to interpret and apply DfT eligibility criteria for Blue Badge applications.
- Experience completing assessments via phone, in clinic, and in people’s homes.
- Excellent communication, documentation, and analytical skills.
- Ability to work sensitively with individuals from a range of backgrounds.
