Job Overview
We are recruiting an experienced Blue Badge Assessment Officer to join East Sussex County Council, based at St Mary’s House, Eastbourne, within Sussex Social Services. This locum role focuses on carrying out professional mobility assessments—both desk-based and in person—to determine eligibility for Blue Badges in accordance with Department for Transport (DfT) local authority guidelines. You will use your clinical expertise to assess how an applicant’s health conditions impact their ability to walk during a journey and make clear, evidence-based eligibility decisions.
Key Responsibilities

- Conduct mobility assessments for adults and children applying for a Blue Badge, via telephone screening, face-to-face clinics, or home visits.
- Review cases where issuing officers cannot determine eligibility based on the evidence provided, using clinical judgement to assess functional mobility and the impact of health conditions.
- Determine eligibility for Blue Badges in line with Department for Transport legislation and local authority procedures.
- Support issuing officers in identifying applicants who require formal assessment.
- Communicate assessment outcomes clearly and appropriately using established systems and processes.
- Contribute to complaint investigations and appeals relating to Blue Badge decisions as directed by the Team Manager.
- Ensure assessments are delivered sensitively, taking account of cultural, social, linguistic, and religious needs.
- Maintain accurate, professional documentation in line with council policies and guidance.

- Relevant professional qualification and clinical assessment experience.
- Strong understanding of functional mobility, walking tolerance, and the impact of health conditions.
- Ability to interpret and apply DfT Blue Badge eligibility criteria.
- Experience conducting assessments via telephone, clinic appointments, and home visits.
- Excellent communication, documentation, and decision-making skills.
- Sensitivity to cultural, social, and individual needs when carrying out assessments.

About You
You are a confident clinician with strong assessment and decision-making skills, capable of independently evaluating mobility needs and applying statutory criteria. You’ll bring excellent communication skills, a sensitive and person-centred approach, and the ability to support fair and consistent Blue Badge decision-making. Experience in mobility or functional assessments—within health, social care, or similar assessment environments—will support your success in this role.
