Brief Job Overview

Tripod Partners are recruiting an experienced Service Manager for a locum opportunity with the London Borough of Haringey. Working within North London Social Services, you will play a pivotal leadership role as a member of the Localities Management Team and the Localities Working Group, driving the development and implementation of the Council’s new Adult Social Care Localities operating model.

This strategic leadership role combines service transformation with operational management. You will lead the development and embedding of the new Target Operating Model while supporting the delivery of statutory Adult Social Care responsibilities under the Care Act 2014. Working closely with senior leaders and Team Managers, you will champion strengths-based practice, service improvement, and high-quality outcomes for residents across the borough.

Key Responsibilities

• Act as the development lead for the East, West, or Central Locality, supporting the design and implementation of the new Localities operating model.
• Lead the detailed development and embedding of the Adult Social Care Target Operating Model across locality services.
• Ensure the new operating model delivers the Council’s vision, strategic priorities, and desired service outcomes.
• Work collaboratively with the Localities Management Team and Localities Working Group to drive continuous service improvement.
• Support the operational delivery of the Council’s statutory Adult Social Care responsibilities under the Care Act 2014 and other relevant legislation.
• Provide leadership and support to Team Managers to ensure consistent, high-quality service delivery.
• Champion and embed strengths-based practice across all Adult Social Care functions.
• Lead change management initiatives and support staff through service transformation.
• Work closely with internal departments, health partners, and external stakeholders to develop integrated ways of working.
• Monitor service performance, quality standards, and operational outcomes, implementing improvements where required.
• Support governance, policy development, and operational planning to ensure compliance with legislative and organisational requirements.
• Promote a culture of innovation, collaboration, continuous learning, and excellent customer outcomes.

About You

You will be an experienced Adult Social Care Service Manager with a proven track record of leading operational services, managing change, and delivering service transformation within a local authority environment. You will have an excellent understanding of the Care Act 2014, strengths-based practice, and the operational requirements of Adult Social Care.

You will be an effective leader with excellent communication, stakeholder management, and strategic planning skills, capable of working across organisational boundaries to deliver sustainable service improvements and positive outcomes for residents.

Requirements

• Significant leadership experience within Adult Social Care.
• Strong knowledge of the Care Act 2014 and relevant Adult Social Care legislation.
• Experience leading service transformation and implementing new operating models.
• Demonstrable experience managing operational Adult Social Care services.
• Strong understanding of strengths-based practice and person-centred service delivery.
• Experience leading and supporting Team Managers and multidisciplinary teams.
• Excellent strategic planning, project management, and change management skills.
• Strong partnership working and stakeholder engagement experience.
• Excellent communication, leadership, and performance management skills.
• Ability to work effectively within complex local authority environments and drive continuous improvement.
